Which ps4 update file to use for new hard drive

Just after putting in a new hard drive and tried to update it with the recommended 200 odd mb update file. Currently downloaded a 700mb file but which should I be using?

Use the 700mb file. The 200 one won't work, it only updates an old version to a new one. The 700mb file is the full thing.
