heating problem

hi would appreciate any help on this,
I have a baxi condenser boiler operated by a 2 channel wall timer,
system has 3 motorised valves 1 for up stairs c.h ..and 1 for downstairs c.h ...and 1 for hot water cylinder....both the upstairs and downstairs c.h are controlled by separate adjustable room thermostats. on the wall timer both central heating thermostats are attached to same channel.
so one button switches both on...
A recent problem has emerged, when heating is turned on both upstairs and down, boiler goes to lock out a symbol suggesting " water pressure or pump failure is indicated ".
when only one of upstairs or down is switched on (controlled by thermostat) heating works, with heating on in one zone if we then follow this by turning on the switched "off" thermostat
heating works in both zones up stairs and down.
in short heating must be switched one at a time not at same time for it to work...both upstairs and down..
does anybody have any solutions to this please.. thanking you
