The purpose of naming the payee is to prevent someone from stealing the PO and cashing it. It's a security feature, not a mechanism to force someone to lodge it to a bank account as happens when you cross a cheque.

So you'd be well advised to write the payee's name on the PO, tell them to bring ID when cashing it, they will be handed cash over the counter. Otherwise if you make it out to cash and it goes missing, the thief will be able to cash it without any trouble.
