Just bought an ultegra compact, went to change the chainrings tonight, but the bolts are seized in place, have tried penetrant spray but no success - anyone have any tips on how to loosen the chainring bolts?

If you handy and precise, cut a straight line across the bolt and use a screwdriver. Failing that, file off the head and get replacement bolts.

You could try heat - localised with a blow-torch\heat gun. Or over a gas-stove ring.
Sharp tap with a hammer and punch on the bolt might help - with suitable solid support under the bolt so as not to buckle the ring

What size bolts would these be M4 maybe?

    4mm diameter metric thread.

Some chainring bolts are installed with up to 14 NM torque and can take much more to crack them open. I would be inclined to use a good quality hex key with a minimum 30cm lever and you will need to hold the inside from spinning.

Human strength should be able to either get them turning or shear them off at ease.

What methodology did you go with, brute strength or ingenuity.

A combination of of both tbh! 3 came off after using a bbq gaslighter to heat them, one co operated and came off with with increased leverage, the last one had to use a dremel to cut on both sides so i could get a large flathead screwdriver to slot in either side, then more brute strength.
