soakpit - soil infiltration test required?

We are in Fingal and have a house extension planning condition (from the transportation planning section) that all stormwater go to soakpit(s) or surface water drains rather than the road.

Would we have to get a soil infiltration test (400 euro+) or could we just have the contractor add a few soakpits based on part h guidance and trial pits?

Also, we will have a 3000l underground water tank in front of any soakpits, would this be taken into account when designing them?

    Thanks,
