You can only add funds (top up) to the account by making a bank transfer to a bank account of Paypal in Germany, the needed account info will be shown to you in your paypal account. There are some reports that you require to provide paypal with your bank account info first, but it seams that is not for every user.

You can pay any merchant that takes paypal with your Visa Debit or O2 money card, simply link the card in your account and when you pay it will be used as funding source. You can't use the card to add funds to the account proactively, only during a payment process.
