Horse with no book??

I am going to look at a 10 year old mare for sale in done deal. She has no book. Is this a commonish thing to happen? I went to see another horse before without realising she had no book, also on done deal!! I know this means there is the possibility that she is stolen, but the guy seemed genuine enough on the phone. Is it true to say that the department could put the animal down when she doesn’t have a book? I know the microchip would cost 100-120. Or is it only horses born after 2009 that need to be chipped? I have heard that they are penalties for not registering a horse on time, how much would they be for a 10 yr old?

A micro chip is only €35-€40 + visit you could take a horse to the vet to avoid the visit fee. I bought a pony with no book as most don't have books and got her chipped and a book, I think there was a small fee for the book as well €5 or €10.

Is it for breeding? if so leave it behind, enough unknown/unregd breeding going on as it is!
