Purpose of unpaid fee?

    Recently a direct debit was attempted on my account when there was insufficient funds. The debit did not go ahead and I subsequently received an 'Unpaid Fee' charge from BOI for around €12. I don't understand the purpose of this fee if all BOI did was reject the debit attempt? Why would BOI punish you with this fee when you are clearly already not able to meet a debit request?
