No, not in my experience. UPC I find lease you the IP on a long term basis. I.E. I have had my IP for about 6 months now.

If you really want them to release the IP you can ring them to do it.

My connection changes the ip every time I'm rebooting the router. That's the reason I'm not rebooting it unless I don't have any other option

If you're bridged you can refresh it any time you like by spoofing a new MAC.

no, they don't change that often mine doesn't.

Had the same on mine for a couple of years now. I don't power it down though. Although, I have had a power outage or two, and it's remained the same.

Mine was the same for a long time, I'm pretty sure it only changed when I bridged my router probably because of the new MAC address, in hindsight I should have cloned the MAC across but it never occurred to me at the time.

Mine was static for about 6 months, changed then my 1 value oddly (e.g xx.xx.xx.55 to xx.xx.xx.54) - still at that now. Use DynamicDNS if you want a fixed address.
