If a student takes one of the two VSGs outside school can they still qualify for LCVP? Thanks

Nope. I think the qualifying subjects must be taken in school they are doing lvcp. They can take other subjects outside school

I think that as long as they are listed on the school system as doing the correct option for Lcvp they are allowed do it whether the subject is done inside or outside school.
