Does anyone know if this applies to Irish students wishing to study in Germany as well?

I'm pretty sure it applies to all EU citizens.

BTW even in the past there were to tuition fees in most German states. Bavaria was the last state to abolish them this year. You'll still have to pay registration fees. In my time (2004-2009) they were something in the region of 100-150 Euros per semester but they included free public transport in the state.
