Bidding on a house

Hi. Just a question re bidding on a house. We bid on a house that was for sale for a few years then a few weeks later there was another higher bid. We think it might be a phantom bid. What I wanted to know is can we still put in a lower bid but state our good position being first time buyers and immediately ready to proceed? Or is that a no-no in real estate proceedings? Thanks.
