The SFP scheme as we know it finishes end of '14 & is replaced with BPS from '15 onwards. If I wanted to lease off a neighbour for '15 are his entitlements affected. He's been farming the land in his own right for '13 & '14. To activate his entitlements under the new scheme must he be actively farming for '15 or how does…

If I wanted to lease off a neighbour for '15 are his entitlements affected. He's been farming the land in his own right for '13 & '14.
To activate his entitlements under the new scheme must he be actively farming for '15 or how does it work?
