Is the HGV Ban being enforced?

I have noticed on the last couple of days a number of HGV's within the HGV banned area. They have all been the non articulated kind. I followed one today down Thomas Street, and I have noticed others around the city, but usually not on the main routes. Though I have noticed a few articulated HGV's on the North Quays in the last couple of weeks in rush hour traffic.
As a cyclist, I an concious of the non articulated HGV as being a killer because of the high risk of ending up under the back wheels and being crushed to death. Any one else noticed this? Has there been a change to the HGV ban??

How do you think shops in the restricted areas get their goods? HGVs are always in and out of the city centre, you probably just didn't notice them before.

    But not during rush hours.

The HGV ban is actually a 5-axle ban (and then possibly only if all 5 axles are in use) so a HGV with 5 axles with one lifted is probably not subject to the ban.

It is also the case that a temporary license can be obtained (presumably where the vehicle is too large to fit the tunnel or can make some other case for having to enter the city).

    But not during rush hours.

With a permit they are allowed in any time. There are probably a few more around this week as Guinness have started using their new brewery in St James Gate so they will be stocking it up with grains etc.

Literally just posted what cdaly_ posted, it's a 5+ axle ban, 7am to 7pm.

Once the HGV has applied for a load/offload permit its fine. The cost is only €5.00

I am encountering HGVs on the North Quays between 7&8 almost every morning now - I first noticed this last year and posted here on the issue.
Many of them are 5 or 6 axel. I have seen very few four axel - they are more noticeable as they tend to be shorter.

I take it now that there is no effective ban on HGVs on the quays.

Also the number of motorists using the bus lane is becoming more frequent.
