Your friend should ask his school for their position on same. Somehow, I doubt if a pupil will be allowed to smoke one.

Like cigarettes, schools don't allow them.

Vendors also don't sell them to minors.

By their own policy or law? I thought I read about a proposal for sales to under 18s being banned recently, which suggests under 18s could buy them?

Policy, it's strictly enforced by the majority of vendors (I work in the business). The companies don't want to give anyone reasons to ban them outright, so don't sell to minors.

Interesting... And is it just e cigs or other forms of NRT you work with? I wonder could the OPs Friend buy lozenges or something more discreet

Just e-cigs, which isn't a form of NRT, as it has not been classed as a medical aid.

As far as I know, the lozenges, mints, gum, patches and sprays/inhalers are all forbidden to under 18s, although if his parents know that he smokes, they may get them for him.

Really bad idea giving him nicotine. He's young enough if he's in school, to quit cold turkey without massive withdrawals, rather than continuing the nicotine addiction.
