Anyone ever go through this process? Do you send the form to your club or to the IRFU?

You send it to the IRFU. Call them to get the right email address. They will then forward it to the union in the other country.

I didn't know there was a process - when I went to live in Scotland I just joined a club there and they registered me with the SRU. To the best of my knowledge, I just simply didn't register with the IRFU for those years. Then when I came home, I just re-joined my club here.

Just register with your new club , your Hon Sec will handle the rest. As long as your not a international prospect its just a formality . Your old Hon Sec will be emailed and will send a mail saying they've no issue with you moving.

Unfortunately it doesn't work like that in the officious country I've moved to. Every person is meant to have IRB clearance once they play in the top league.
