    http://www.transportforireland.ie/fare-reductions-cork-cobh-midleton-rail-services-weekly-monthly-ticket-holders/
The Fares Determination published by the National Transport Authority in October 2013 for cash, Leap and pre-paid fares for Iarnród Éireann had a condition that the “approved increases for Iarnród Éireann’s Cork/Cobh/Midleton products are on the basis that these will be available on the Leap card format by 1st August 2014. If that date is not achieved, and if the Authority does not approve the reasons for the missed deadline, then these newly approved fares are to revert to their rates prior to 1st December 2013”.

Prior to 1st August, Iarnród Éireann requested an extension to the delivery date for products on Leap card for the Cork/Cobh/Midleton services. An extension until 11th September was agreed by the Authority. However, Iarnród Éireann has been unable to meet that deadline.

Therefore the cost of weekly and monthly products for the Cork/Cobh/Midleton services will now be reduced. This is being achieved by the customer receiving a voucher of €3 off the purchase of a weekly ticket and €11 off the monthly ticket on presentation of their voucher which can be applied for on-line at www.irishrail.ie/news/corkleap.

When the Leap Card scheme is rolled out to rail users on the Cork / Cobh / Midleton service in November this fares reduction scheme will lapse.

Can someone explain why vouchers have to be done here?

to keep the fare at the level it will be once leap is available, so that it doesn't appear as a price increase at that stage
