Motor Tax in public place

Can someone please direct me to the law on motor tax where I think it says a vehicle must have current tax "while in a public place".

So....if my car is in a private place, ie my driveway.....then why can I not get the tax back.

By the way my annual tax is about the same as the value of my old Shogun is worth.

    Fair? No way.

Did you tax it for a year and then it broke down? Either way the tax stays with the car.

If car scrapped you can claim some back.

If you declare car off the road no need to tax

    Yes, I know those rules.

My query relates to taxing a car for say 6 months (or a year) and then going abroad for a month or two. I go away a lot.

The tax I have to pay while the car is off the road for those periods is more than some pay for their yearly tax.

I was unable to make an off road dec. until the tax disc runs out.

My tax is €1,800 a year.
