An extension <40sq.m. is planning exempt, but must it be attached to the building?

    I wanted to build 1-bedroom <40 sq.m. guesthouse separate from the existing house but as far as I can tell, this would need planning permission. It seems that if the guest house was attached to the existing (i.e. an extension), it would not need planning permission.

    Can anyone confirm this?

    What if the guesthouse were connected to the existing house by a long hallway?

    This is a Building Regs forum and not planning. To assist you anyway, because planning regulations and the exemptions have particular conditions, your desired layout might not meet such restrictions. It's always best to consult a professional such as a Chartered Building Surveyor, Registered Architect, Architectural Technologist, Planner, or similar qualified professional.

    If there is an aspect you (or your appointed professional consultant) feel that may not meet the exempt development section, you could consider seeking a formal declaration from the local planning authority.

    a separate guesthouse requires permission regardless of size

    you 100% need planning. And then you need to logde a Commencement Notice and comply with the new Building Control Amended Regulations for a new dwelling IIRC.
