Why are the HD free to air channels narrated?
Is there another frequency to tune to?

I assume you are talking about BBC HD channels ? They have multiple audio streams, your receiver is selecting the narrated audio as the primary audio, there should be an option to use standard audio over the narrated audio.

What type of receiver have you got to get your channels in Audio Description.
