Wall vent noise/cold

    I have 4" round wall vents in each room of a bungalow which let in a lot of noise and cold. I know that blocking them up is not a wise thing to do but is there anything I could do to cut down on noise and keep out the cold (keep the heat in ) while still keeping the room ventilated.
    The house is heated by OFCH with on out door burner. It also has a stove which is used from time to time.

    there is a vent you can buy with baffles in it. There are about 60 euro iirc.

    If I could find a cheaper remedy it would be great. I have seven vents to deal with.

    a number of vents i have in house you can feel that breeze and i modified them,unscrewed cover and added a jcloth behind them less breeze now.they still let air through so not blocked.

    Don't see the problem? - it's a permanent solution that saves a fortune on heating bills.

    And provides adequate ventilation all year round.

    What's your alternative?
