HSE Taxi Public Liability

A friend of mine who drives a taxi has received a letter from the HSE(who he does taxi for) asking him to have a seperate public liability insurance for his taxi.

We cant understand why a Taxi would need a seperate policy for this, considering his taxi insurance should already cover him for property damage and any passengers/pedestrians for bodily injury. Can someone explain this to me please?

I would imagine it is because the taxi driver may have to assist in bringing the passenger to the vehicle and helping them in to their homes or hospital etc., which is not a RTA matter

Or, when the taxi driver is collecting a HSE parcel, i presume he needs to cover himself against dropping that parcel (Blood Sample or similar)?
I know some Taxi men that could collect items from St. James and deliver to another hospital, or to another building belonging to SJH elsewhere.
