There are plenty options all depends from your requirements - screen size & type, brand, purpose, keyboard, portabilityetc.
Maybe it's worth to consider another dell? e.g. http://www.dell.com/us/p/inspiron-15-7537/pd?ref=PD_Family ?

What is the most impotrant aspect for something like photo editing ram ,? does an i5 have any advantage over i3 I have an external hard drive, so storage is not hugely important not into online gaming just ordinary browsing, youtube etc

For photo editing you should get better cpu. When you see laptop in good price with i7 cpu then first thing to check is cpu microarchitecture as it might be old.
To get better understanding what is better in terms of performance see this link

My Lightroom consumes 100% CPU 90% of time, but I have only C2D 2.8, while memory usage is circa 50% (i have 8GB).
