    Are you using wireless or directly connected to the router using an Ethernet cable?

    If your using wireless it may be slower then your actual internet connection hence the low speed.

    It definitely sounds like you should be receiving the 48mb there Chorus_suck.
    You should give our broadband tech support team a call on 1890260260 and have them troubleshoot this with you, or contact our online webchat broadband support agents here.
