Widow's Pension Not In Post Office

Last Friday my mother went into our local Post Office to receive her Widow's Pension as she does every week. The girl behind the counter told her it wasn't in. Naturally she was upset & the manager was contacted but he also confirmed it wasn't there. He gave her a number to ring. When my brother rang he was informed that the payment was accidentally sent to a different Post Office. Even worse that it was going to be a few weeks before it would be resolved. Thank God my brother was around, as I was away for wkd, as she would have had no money for the weekend and following week. I'm wondering has this happened anyone else? How could it happen? Who do you complain too? My mother is still very upset about the whole ordeal. Not even an apology was given.
