99 Grand Vitara 2.0D Not Starting

Hi Lads, Quick question for you's have a 99 Vitara and it will not start when turning it over the EML Light stays lit and will not start I have noticed that when u turn on the ignition it sends power to the pump for like half a second and then stops the power, I have tried the fuse's and 4 relays under the dash and no joy…

Also if no joy does any1 know someone around the Kildare area that would be handy with electric's that would take a look at it,
