    can you take a drop for a penalty if you are inside a hazard?

    Water hazard no, bunker yes

    You can drop from a water hazard.
    Back in line of flag and entry point, or if it's a lateral hazard you can drop no nearer the hole one two club lengths from where the ball last crossed the hazard.

    You can never take a drop from OB.

    Also you can't take two club drop from a bunker outside the bunker

    • Go back & play from the original spot you hit from
    • Take a drop, but ball must be dropped within the bunker?

    ie, you can't take a drop outside the bunker within 2 club lengths?

    I believe this is correct

    Yip, you cannot drop outside of the bunker no matter how close you are to the "rear" of it.

    yep rule 28:

    Ball Unplayable (Rule 28)
    If your ball is in a water hazard and you do not wish to play it as it lies, you must proceed under the water hazard Rule - the unplayable ball Rule does not apply. Elsewhere on the course, if you believe your ball is unplayable, you may under penalty of one stroke:

    play a ball from where your last shot was played, or
    drop a ball any distance behind the point where the ball lay keeping a straight line between the hole, the point where the ball lay and the spot on which the ball is dropped, or
    drop a ball within two club-lengths of where the ball lies not nearer the hole.
    If your ball is in a bunker you may proceed as above, except that if you are dropping back on a line or within two club-lengths, you must drop a ball in the bunker.

    We had a scenario last week where player plugged in bunker under high face from par 3 tee shot. In retrospect his best option would be to return to tee and play his third. He ended up dropping in bunker back in line with pin but was left with a tough 3rd shot from the bunker.
