distribution of intercounty matches tickets to clubs

Just wondering how intercounty match tickets are distributed through different clubs? In my club it's through a ticket officer and the officer personal picks out who gets tickets and who doesn't ie there is no creitia used and it's not on first come first serve basis either.
On a side note I'm also wondering how much is does other clubs charge their non playing members to be a member of the club? Mine is fifty euro which I believe is quite steep with no added benefits
    Thanks
