Is there a maximum of learner permits that are you allowed to get? Mate is on his 4th or 5th learner permit, and wondering how many he can get?

Nope. He should maybe think about doing a test, though? :D

He's done a few of them. He's not really bothered about it, as he hasn't been caught (he drives an old non-boyracer car) so far in his 7 years of driving...

Fine for him that he hasn't been caught but if he causes an accident while unaccompanied his insurance company will run a mile. This wasn't always the case but if he causes a serious accident he could be paying out for the rest of his life.

insurance will still pay out third part claim if he causes an accident but may not pay a comprenshive claim.

The insurance company will pay out 3rd party but they can take the person to court to recoup their outlay if it's found they are driving outside the terms of the policy. No point in paying out big money for insurance if you can still end up being liable.
