I've had problems with mine too. Won't connect, loses connection, HR level drops gradually and then gets lost. Very annoying.
I've pretty much resigned myself to buying a new one. Whenever I get around to it.

I've read quite a few online accounts of the premium Garmin strap being/becoming problematic. The symptoms seem to regularly include spikes in heart rate readings and generally unreliable readings. Many people seem to have resolved the problem by replacing the strap (not the sensor/transmitter bit) with the Polar one that thekooman links to above. Just swap the sensor from the Garmin strap to the Polar strap. People seem to consider the Polar strap better quality and more reliable. At a cost of about 19euro it's probably worth a shot, certainly a lot cheaper than buying a new Garmin strap.

Note that Cycle Superstore sell the Polar strap too for a slightly cheaper price than Wiggle, but when I checked just now they were out of stock.
