When should you get the keys?

Hi looking for a bit of advise, I paid me solicitor for our house three weeks ago but still no sign of the keys, every time I call he says he's lodging it today but it seems to be dragging on with the same excuse everytime I phone. Could this jeopardise the sale & is this the norm Thanks guys in advance
