Friends of mine are selling a house that has been inherited. It's an old house (50+ years) in Dublin. It has no vents in a lot of the rooms and someone has suggested this is a requirement before selling. Can anyone say if this is correct? If so is it possible to do the yourself?

650gs is correct. If the house was built before 1992 it is exempt from the Building Control Act 1991. Certain areas of Dublin might of had local council byelaws requiring certain building codes prior to 1991.

Its worth noting that passivhaus don't have wallvents. They do have a heat recovery ventilation system. Its possible that a future buyer might prefer to refurbish the house to passivhaus refurb standard, so no vents could be a positive.
