IP seems to have changed

A few days ago I lost the net for a day and a half, internet light red, broadband light green on the router. Since then my IP address has changed from a UTV one to Eircom. I'm with Pure Telecom on a business package. Why did this change? The service seems to have gone laggy. Some sites will only load after several attempts.
Can Eircom just take over, am I stuck with their policies and download caps?

How do you know it's an eircom ip address

Did you lookup the IP? How are you sure t's an Eircom one?

    What exchange are you off?

My first suspicion would be that there was an upgrade/replacement work at the DSLAM if it went down for a full day. Youve been put back on an eircom assigned port would be my guess.

That or theyre just moving an IP block.

UTV customers are meant to be moved, just not to Eircom:

I do speedtests every once in a while, it tells you who you're with and saves the results.

Go to PirateBay, if it's blocked you've either Eircom, Vodafone, Magnet or UPC ;)
