Phone/Broadband Line

Vodafone are sending out an engineer soon to my house to install a new phone line for broadband. I already have a phone line installed (inactive for the last 7 years) but they said that it's probably too old and needs to be upgraded.

Would they need to replace the wire that's going underground across my garden?
My house was built in 1991,(just to give an idea about how old the wiring is).

Eircom will install the new line, as they own the infrastructure.

He'll just find the line and activate it and confirm dial tone. If a line has been deactivated for long enough it mightnt match the pair records so they just confirm its all good.
