Sounds simple...but how do I do that ?

Does that mean I can use it as a regular sat nav without roaming costs

I was going to try caching maps last year, but ended up buying an app that has offline maps (Copilot). Works great, little pricey though (€35 or so for all Europe maps)

Navigator is free and maps update monthly

Related question, will you still incur data charges if you turn GPS on but leave data roaming off?

I would've thought you would but never tested it.

    no data = no charges.

GPS is a separate system and has nothing to do with billing/mobile operators or data charges.

I regularly use route 66 it's a great app and cheapish (20 bucks for a lifetime licence) you download the maps and use with GPS on alone, not great if you are using addresses as it is an american app and a bit strange when it comes to street names but for cities and such it is great, I used it on my S2 to drive from france to portugal, it made 2 mistakes and all we had to was turn right back around.
Best 20 euro I ever spent!

Use Navfree. No cost. Works excellent.
Used CoPilot in the past. Don't understand why anyone would pay.
