    Call the cops

When he uses drugs, ring the police.

Then inform the landlord that you've called the police over him doing drugs.

Are you in a lease? Is moving out/ threatening to move out an option?

Tell the landlord first that there's drugs on the premises. Then if he still ignores it, you can tell the cops that the landlord was aware and supposedly tolerated it.

I'm assuming (perhaps incorrectly) that the OP has already told the labdlord about the drugs, since they say they told the landlord and he didn't care.

Then the Gardai is the next step, but be sure to mention that the landlord knows about the drugs.
