Commercial for private use?

A friend of mine has been offered an old Transit van from a company that is downsizing.
The van has been owned and run by the company since it was bought new, and although it's over 10 years old it's in good nick, regularly serviced (book stamped up by Ford), and with less than 120,000 miles on the clock.

Search has brought up little information, so I'll ask here. What sort of hoops would he have to jump through to be able to tax and insure the van for private use?

    No hoops.

Just go to the tax office and tell them you want to tax it privately.

They give you a form, you complete it and hand over a sizeable chunk of cash (tax is based on the engine size, or the emissions depending on age).

They give you a tax disc and everyone is happy.

You will still have to do the DOE test on it every year and you will have to take out a 'commercial' insurance policy as it is a van. Axa, FBD and countless other companies can offer this.

OK, changing the taxation class from commercial to private is just a form; and I can understand that because it is a van it needs a DOE instead of an NCT.
But will he have to take out commercial insurance? Or would that be at the discretion of his insurance company? After all, it is now a private vehicle (albeit with 3 seats and a big open back). It's just going to be used as a runaround.
