Well here's a surprise... what did he think would happen? Isn't he the same fool who chained himself to an Ulster Bank recently because he decided not to pay his overdraft anymore?

No harm in protesting I suppose but he'll get billed water meter or not.
Refusal to pay is where they should be concentrating their efforts.
