Someone I know wants to change their broadband package.
    They're currently with vodafone.
They want to have the home broadband with the phoneline but not have to pay for calls aswell as they use a mobile for calls.
What is the cheapest broadband only package available at the moment?

Vodafone do it for VDSL if they're in an eFiber area.

He's already with Vodafone , he wants to change and there's no efibre where he's at.

I don't know of any other company that do broadband-only packages outside of eFiber areas. You could try fixed wireless. See if there are any companies near him on this map: http://irelandoffline.org/mapbeta/

If not, midband (mobile broadband) is another option.
