    If the election vote counters are generally sourced from council staff , who is doing the work that they normally do for the last few days?

    They have to take official leave to count on a work day.

    It's taken as holidays or unpaid leave.

    Of course they should. Council staff should not be allowed to take holidays to do it, or at least have to take it as unpaid leave
