The average speed in Ireland is currently 18.7Mb, but it's suffered a bit due to congestion issues since October 2013. You'll find lots of information on this website: http://www.netindex.com/download/allcountries/

Your ping is a very high, was that a wireless test?

Wireless speeds deteriorate with distance. If you want to find the true speed of your line, use an Ethernet cable.

Try this website for an accurate ping test: http://www.pingtest.net/

If browsing appears slow you could still be having issues. That high latency may be a sign of wireless interference but it may also be a network problem or somebody torrenting within the house.

Browsing is no issue, Im the only one connected but (legal torrents)torrenting is very very slow

The average for Eircom is:16.71Mb. Eircom has had congestion issues so the average is slow than normal.

Choose torrents with a high number of seeds. Public torrents are full of leechers who drain the speed from those whom bother to seed.
