when are you parked?

    If you are sitting in your car in a pay and display area without pay and display ticket are you parked? And can a warden fine you or no pay/display

    Does it matter if the engine is on off? if you pulled in to take a phone call are you considered parked as in need pay/display

    If your stopping someone else from using the space, then your parked

    It seems that technically you were parked if the definition in the Road Traffic Act is anything to go by:
    “park”, in relation to a vehicle, means keep or leave stationary, and cognate words shall be construed accordingly;

    A Traffic Warden only has jurisdiction over public roads including public (local authority) parking places. If it's a privately owned car park such as at a shopping centre then you cannot be fined for not displaying a parking ticket.
