Cutting back a Berberis hedge

Hi, I have a Berberis hedge (the yellow flower one) that was allowed to run wild. When it was trimmed there was very little green lower down and while the upper portion is thick and healthy, the lower portion is just bare stems and one can easily see through it. These stems have very few buds on them for branchhes to grow from. Would the hedge regrow if it was cut back to near ground level. If so, when is the best time to do this.

Is there another alternative like planting something that would fill the lower part. What would grow there?

Yes, you can cut it back! Wouldn't exactly suggest ground level, but down to 12 or 18 inches.
