5am dog let out to bark.

    Over at my gf's house, it's in town, lots of little house close together. A neighbour lets her dog out, this could be 5am or 5 pm, regularly it's early.
    The dog just walks around barking, you never hear it if it's not outside. The owner is not out with it, the door is closed and the dog let walk around.
    The dog will run up and bark at you a bit but also run off scared so that is not an issue, it's a small dog.
    I wondered, can you call the dog warden and report this? I'd not mind the dog out on the street if it didn't bark non stop.

    Yes you can report it. The dog shouldn't be out unsupervised.
