Chargebacks are for when a service wasn't provided; in this case the service was provided although they shouldn't have been charged for it - the bank is likely to be either difficult to convince or completely unwilling to do it.

I'd suggest taking it to Twitter first, companies don't like being embarrased in public - .@nowtv .@nowtvhelp (I'd use both, the latter is the customer service channel but its well worth doing both...)
