legally refusing water meter installation

We know that the installation of the water meters is coming, and that the base rate is €240 p/a, before going over the allocation. (something I would most definitely see happening).

Am I correct in the assumption that houses/apts not metered will pay an averaged charge?
Hypothetically, Just say it's 350 euro. Also how is this average charge calculated?

If the above is the case, then I'm wondering what is the positives/negatives of refusing the installation of the water meter, and paying the 300/350 euro, and use as much H20 as I want (and fill the swimming pool out the back :-) )

My current stopcock is not on the path, but is situated on my property, underneath my tarmac.

Is it an offence to prevent the installation of a water meter on private property by Irish Water ? Any links to specific legislation regarding water charges / installation as I have been unable to find any?

    Thanks.
    Gijoo.

i think it's an estimated charge rather than an average charge.

The base rate is not €240 - that is what they reckon the average payment will be.
Unmetered homes will be billed for a flat rate - based on occupancy levels. They will probably have 3 or 4 different flat rates - one for single person , 1 for couple , 1 for 3 and then probably just a to prate for 3 or more . The single person rate is expected to be about €170.
You will only pay for what you use over 30,000l . You will get another 38,000 litres per child for free. More details here http://www.moneyguideireland.com/metered-water-charges-how-much-will-they-be.html

They will simply fit the meter outside the boundary.

I get my household water supply from LA water main at the back of my property but on my property. New water main being installed on road at front of my property but not on it, meters to be installed at boundary wall. Any idea who is liable to pay for connection from new water meter to my household stopcock which is at the back of my property approx 25 metres distance from water meter.
