Steel frame, bent where hanger should be...

My steel framed touring bike seems to have taken a bang, and the dérailleur sticks into the spokes in low gears. It's bent where the hanger should be. Except, there isn't a hanger. The dérailleur is connected directly to the steel frame, which itself is bent.

    There's a picture here: https://drive.google.com/file/d/0B-PWDBroAYxrUE1aQzdqNE5PZ1E/edit?usp=sharing

Any advice on the who and how of bending it back into shape would be appreciated.

Stag Cycles in Lucan are know for frame repairs but any decent LBS mechanic will be able to repair your hanger, the good think about steel is that it's usually fixable when it bends like this.
