If a non eu individual holds a residency card in the UK, can they enter Ireland without a visa? Furthermore can they travel with a family member who isn't listed on the residency card?

Card holder is exempt, it gets a little more complex for the other person and advice should be sought.

The other person is already an EU national ? Just not the family member from whom the right to a residency card stems?

Residence is one EU country does not give any rights in any other EU country.

If you have a card there is potential entry into other EU countries without a visa under certain requirments..which I'm trying to find out..

See above link. To the best of my knowledge most EU countries allow entry with out visa, while the UK according to UKBA says no the First Tier Tribunal (Immigration Division) says yes. If it ever goes the ECJ it is my belief they will say a residence card give right to enter but that right may in my opinion be restricted to travelling with or going to the EEA citizen.

I have given you the link above.

    3. It is hereby declared that the following classes of non-nationals are specified as classes the members of which are not required to be in possession of a valid Irish visa when landing in the State:

    (c) non-nationals who are family members of a Union citizen and holders of a document called “Residence card of a family member of a Union citizen”, as referred to in Article 10 of the Directive of 2004.
