Anyone know the Leinster Athletics rules?

Does the below apply to club team and county team ?

    Thanks

"Must not have been a scoring member of a winning team in any provincial or Nat. competition in a race over1500 metres"

Applies to both county and club

    1) Up to 8 athletes can be named on a Club team, with entries still being accepted.

    2) Cross Country and Road are considered separate identities, while a scoring member of any Novice, Intermediate or Senior Team will not affect an athlete's eligibility to compete at Monday’s Road Championships.

    3) The eligibility of a Novice athlete is updated as follows:

    A) Must be age nineteen years or over in the year of competition.
    B) Must be an athlete who has no individual medal 1st, 2nd or 3rd from any Provincial or National Novice Road Race.
    C) Must be an athlete who has not been placed 1st or 2nd in a 1500m race or upwards in any Provincial or National Senior Championships.
