Does anyone here know the story about the Eircom exchange in Enniskerry?

I think we are on Bray here, and locals have lamented ("broadband? I'll believe it when I see it.") about how Eircom built a shiny new exchange in the middle of town a few years back, and then weren't allowed to use it because other operators kicked up a stink about competition. That seems an odd course of events to me. Is it now maybe waiting for some "competition" limitation to expire, or will it languish there until it corrodes away?
